E. Jean Krack, Phoenixville Borough

We are pleased to welcome Jean Krack, Manager of Phoenixville Borough, who was voted on to the PennPRIME Trust and PennPRIME Workers’ Compensation Trust Boards in May.

E. Jean Krack serves as the Manager of Phoenixville Borough, a 14-year member of the PennPRIME Liability Trust. Phoenixville is in Chester County with a staff of 94 full-time and 27 part-time/temporary employees, serving a population of 16,520. The Borough spans 3.8 square miles and hosts a variety of community events including First Fridays, Blobfest, Blues Festival, Firebird Festival, Dogwood Festival, Food Truck Festivals, and the Farmer’s Market. The Borough is proud to have a police department that achieved accreditation from the PA Law Enforcement Accreditation Coalition in 2014 and is working to become reaccredited this year.

The Borough offers several unique gems along the French Creek and Schuylkill River including numerous parks, the Black Rock Sanctuary, Fish Ladder, and the Schuylkill River Trail for a myriad of walking, hiking and biking options. The Borough continues to grow and expand offering its residents, as well as visitors, the chance to browse the many distinctive shops, dine in the wide variety of restaurants and experience all the arts and entertainment throughout the community and downtown.

Jean has served as the Borough Manager since 2008. After a 20-year career, he retired from the United States Navy in 1992. From 1992 to 1996, he served as Vice President and Acting President of SEDCORP, a county-wide, non-profit Economic Development Corporation in the San Francisco Bay Area. From 1996 to 1998, Jean served as President and CEO of the Vacaville Chamber of Commerce, which had over 1,300 members and served a community base of over 220,000 people. In 1998, Jean relocated to Southeast Pennsylvania and began his career in municipal government. He has a BS in Vocational Education from Southern Illinois University.

In his spare time, Jean enjoys playing acoustic guitar and golfing as much as he can. He and his wife Kimberly have been married for 40 years and have two sons and two grandchildren.
